35th Annual General Assembly Meeting (AGAM)

PANELCO III will hold its 35th Annual General Assembly Meeting (AGAM) on Saturday, April 26, 2025, from 8:00 AM to 12:00 noon. This year’s assembly will take place through physical attendance across multiple sites, supported by live video conferencing and videolink to reach all member-customer-owners.

The following locations have been designated as official venues for the assembly: the PANELCO III Multi-Purpose Hall in Urdaneta City, Ramon J. Guico Sr. Sports and Civic Center in Binalonan, Robert B. Estrella Sr. Memorial Stadium in Rosales, Natividad Covered Gymnasium in Natividad, and Umingan Central Elementary School in Umingan.

This year’s unified theme is “Beyond Power: Electric Cooperatives Empowering Communities, Changing Lives.” The meeting will cover a range of important matters including the reading and approval of the previous year’s minutes, presentation of reports by the Board, Management, and Committees, financial performance updates, and the proposed budget for calendar year 2025. It will also include the election of Audit and Election Committees, the hiring of an external auditor, decisions made from the 34th AGAM up to the present, and the announcement of the district election schedule for 2026.

Attendees must register onsite from 8:00 AM to 10:00 AM at their respective venues. For registration, members are required to bring their latest official electric bill receipt and any valid government-issued ID. Only those with verified Tax Identification Numbers (TINs) will be eligible to participate in the raffle draw.

Qualifications and Disqualifications of an Officer & Documentery Requirements

Candidates must meet several key qualifications to ensure integrity, capability, and alignment with cooperative values. Applicants must be Filipino citizens, graduates of a four-year course, and between 21 and 70 years old at the time of election. Good moral character is required, backed by clearances such as Barangay, Police, NBI, and Fiscal, among others.

Only member-consumer-owners in good standing for at least three months, and residents in their district for two years, are eligible.
Attendance in at least two AGAMs in the last five years is also required. Applicants must not be involved in electric pilferage, be previously removed for just cause, hold or have held political or high government positions, or be related to incumbent EC officials within the fourth civil degree. Conflicts of interest—such as employment in competing businesses or being affiliated with other electric cooperatives—are disqualifying factors.

Documentary requirements include authenticated birth certificates, certifications from the EC, ISD, COMELEC, and other authorities. Submission of an Omnibus Affidavit and willingness to comply with the EC Election Code are also mandatory.

Notice of Filing of Application for Audit and Election Committees

PANELCO III invites all qualified Member-Customer-Owners (MCOs) who are entitled to vote to file their applications for candidacy as members of the Audit Committee and Election Committee. Each committee requires three (3) members and will be formed as part of the upcoming 35th Annual General Assembly Meeting on Saturday, April 26, 2025, from 8:00 AM to 12:00 NN.

Applications will be accepted across the following five (5) official AGAM venues:

-PANELCO III Multi-Purpose Hall, Principal Office – Nancayasan, Urdaneta City

Ramon J. Guico Sr. Sports and Civic Center – Poblacion, Binalonan

Robert B. Estrella Sr. Memorial Stadium – Poblacion, Rosales

Natividad Covered Gym – Poblacion, Natividad

Umingan Central Elementary School – Poblacion East, Umingan

Interested MCOs who wish to apply as candidates must personally secure the Certificate of Candidacy (COC) form and complete all other required documents. These documents are available at the Institutional Services Department (ISD) – Membership Development and Consumer Welfare Division (MDCWD) located at the PANELCO III Principal Office in Urdaneta City.

Once accomplished, the form must be submitted along with the documentary requirements in four (4) original copies to the same office.
